How to read the evidence
Use changes the next checks: data centers need firm power and carrier service; generation needs an export study; manufacturing needs process utilities and freight access. The mapped facts stay the same.
Compare grid, fiber, water, land and logistics separately. Sites appear alphabetically. Confidence describes the support for a finding, not whether a site is suitable. Unknown means the question is unassessed. A mapped feature does not establish service, capacity, ownership or permission to use it.

Retired industrial sites — by prior use
Facilities that stopped EPA greenhouse-gas reporting, grouped by prior use. They may have closed, idled or fallen below the reporting threshold. Infrastructure, ownership, operating status and availability require verification.
Study context
DOE's 2022 coal-to-nuclear study identified potential advanced-reactor candidates among coal sites. Its screening and modeled savings do not establish suitability or savings for this broader industrial catalog.

Curated coal plants, including operating, retiring, retired and gas-converted sites. Compare reported infrastructure and proposed reuse pathways. Dollar values are modeled screening estimates; site readiness and interconnection capacity remain unverified.
Reuse assumptions and limits
DOE's coal-to-nuclear study modeled potential savings from infrastructure reuse for advanced nuclear projects. Those estimates do not establish savings for a specific plant or data center. Generator replacement or surplus-interconnection eligibility requires project-specific study and utility or grid-operator approval; retirement does not guarantee reuse or queue exemption.

Nuclear reactor siting — 14 military installations
Fourteen curated military installations, with separate infrastructure findings and confidence. Select a reactor class, then open a site for sources. Land availability, grid capacity and usable cooling water remain unverified.
Sources and limits of this screen
These installations are a curated population, separate from the shared site database. Grid distances use selected cleanup-site reference points; they are not distances from a proposed construction parcel. Reported installation area does not establish available land.
Water-source descriptions are analyst research. River flow and historical facility demand do not establish spare supply, drought reliability or a project allocation. Fiber ratings without site-specific citations are shown as unknown. Reactor classes do not resolve those evidence gaps.
Janus program interest is not a reactor award or a large-reactor approval. Inspect project-specific sources and dates in each site. Read the data methods.

DOE cleanup sites
Five federal cleanup sites, broken into land units and screened one at a time with PNNL's nepa-mcp. Each unit gets a rating for four possible reuses — data center, large reactor, SMR, and microreactor — plus the environmental layers that overlap it and the sources behind both. This is screening evidence; agencies make the actual determinations.

What remains unverified
- Land thresholds are screening choices, not proof of a usable or available parcel. Include unpublished acreage to see the missing-data population.
- Annual mean flow at a streamgage is not available water supply. Catchment, low flow, intake and allocation remain unassessed.
- Mapped ports, rail and supply-chain anchors do not establish a freight route, available feedstock or a contract.

Data, coverage and confidence
Use this atlas to identify questions worth investigating. It combines government site records, mapped infrastructure and separately curated project evidence. It does not establish that a site is available or ready for a project.

Read findings separately
Evidence found means a source supports the stated observation. Constraint documented means a source identifies a potential limit. Unknown means the question remains unassessed; it is neither a favorable nor unfavorable finding.
High, Medium and Low confidence describe support for that finding. High needs current, direct, site-specific evidence. Medium fits recent mapped context with a known source. Low fits old, indirect or proxy observations. Unknown findings have no confidence rating. Current public proximity data generally supports context, not High-confidence service availability.
There is no composite total or best-first ranking. The same category evidence is used across the reuse tabs. Exact distances are measurements from reference points, not precision in suitability.
Grid
Transmission lines come from the public HIFLD-derived ArcGIS layer. Substations come from OpenStreetMap through Overpass. These sources have different coverage, dates and asset definitions; OSM can include railway traction and distribution equipment. Line or substation proximity does not establish available capacity or a connection agreement.
A missing mapped match cannot establish off-grid status. Distances originate at reported site points or cleanup-site proxies, not surveyed development boundaries.
Fiber
No nationwide parcel-level enterprise fiber dataset is joined. Regional carrier networks and broadband availability do not establish service at a parcel, usable capacity or independent routes. The curated military-site ratings lacked fiber-specific citations and are treated as unknown.
Verification needs a carrier serviceability response identifying the parcel, capacity, construction requirements and route diversity. Adding broadband data alone would not answer those questions.
Water
USGS streamgages provide monitoring locations and flow context. Distance to the nearest qualifying gage is not distance to water. An annual mean is not drought yield, permitted withdrawal or remaining supply. A nearby gage may belong to a different catchment.
Assess intake access, source-matched low flow, competing uses and the project supply agreement separately. An NPDES discharge permit does not establish withdrawal rights.
Population and completeness
Explore, Map, Table, Manufacturing, Microreactor candidates, Maritime and Nickel use the shared Superfund, ACRES, FUDS and BRAC records. Coverage differs by program; many records lack acreage. A complete list of processed IDs does not mean complete infrastructure coverage.
Nuclear Siting uses 14 curated installations. Microreactor vendors and commitments, coal assets, and DOE dossiers are separate curated populations. Their inclusion does not validate land control, infrastructure access or project completion. Nickel demand also depends on chemistry and project status; identified LFP-only conversions and discontinued projects are excluded from the relevant proximity matches.
Headline counts describe records with particular evidence, within the current selection. They are not counts of buildable sites. Loaded-file dates indicate artifact freshness, not when every underlying feature was verified.
Sources and next checks
Open a site to inspect category sources and limitations. Keep capacity, water entitlement, usable land, freight access and project approvals as separate checks. Historical ownership, nearby facilities and program membership do not establish those facts.
